The FWS program offers Aboriginal and Torres Strait Islander families who may be experiencing vulnerability a coordinated mix of services to address multiple levels of need to build family and community capacity to safely care for and protect vulnerable children. Service is to be delivered in response to family and community needs and in line with the Aboriginal and Torres Strait Islander Family Wellbeing Services (T313) Program Guidelines, published on the Advice Referrals and Case Management (ARC) log-in page. Service is to deliver an innovative, integrated and culturally safe service response to families that: 1. comprehensively and holistically assess a family’s needs 2. build and support family capabilities and connections using a culturally holistic case management approach 3. advocate for and leverage support for a family from multiple service providers and promote collaboration, information exchange, joint planning, shared resourcing and the development of formal (and informal) partnerships and referral pathways amongst community controlled and mainstream service providers 4. facilitate personal support and development including information and advice, parenting skills development, building family cohesion and kinship connections, budgeting and household management skills development 5. deliver practical services that address specific needs within the family 6. provide direct clinical and/or therapeutic counselling, emotional support and healing practices within a cultural framework 7. enable community leadership, participation, networks and action for the benefit of service users. In addition to offering prevention activities and early intervention support, service is also required to work with families who are already engaged with the child protection system, with a view to addressing safety concerns and where possible, supporting reunification or providing different levels of intensive in-home intervention. Service will offer a step- up and step-down level of support as a family’s needs change, and as/if the family transitions through different stages of the child protection continuum. This includes working with Foster and Kinship providers and Child Safety to facilitate culturally connected transitions in and out of care (where out of home care is required). Service is expected to promote the importance of self-referrals and community-initiated referrals and create a welcoming and safe space in which families can access universal child and family supports (eg playgroups and parenting support programs) in an environment that families can access without stigma. Service is required to use ARC on a regular basis to manage FWS work including information and advice, referrals, assessments, managing cases and group activities, and reporting. New staff should be trained by an experienced system user within your organisation. Service is required to participate in the Strategic Implementation Group meetings to provide strategic oversight of the FWS implementation. T313 85% Service will enter client data, case notes, assessments (Wellbeing domains), plans and support (brokerage) into the ARC system to identify family goals, supports and the journey of the families while support is being provided. T317 15% Activities will establish the profile of the service within the local community and enable families to self-refer for support. Activities can also play a key role in community cultural events. Service is expected to collaborate closely with universal service providers such as health services, schools and early childhood centres to ensure families can access the full range of supports that contribute to positive outcomes for children. The IYFW are positioned under the FWS to respond to families where children are at risk of, or already in contact with the youth justice system.
