The service must provide three (3) complex residential care places at any one time for children and young people aged 12 to under 18 years. The service must provide one and a half (1.5) workers (total of 24 hours per day), plus an eight (8) hour sleepover shift. This model is designed to allow for flexibility in rostering to best respond to the needs of the client group within the limits of the funding, for example reduction of support during school hours and then increase support as required at other times. Children younger than 12 years may be placed in residential care on a case-by-case basis (including but not limited to supporting placements of sibling groups). This is done in collaboration between the agency and the department, and will be accompanied by an out-of-scope approval. The service must provide culturally safe and secure support to Aboriginal and Torres Strait Islander children and young people to ensure their cultural identity and connection to family and community is assisted and maintained. The service will encourage children and young people to engage in education, training, or employment. Where a child or young person is not engaged in education, training or employment, the service will support educational and/or vocational activities.
